Vienna Hills is small enough to hold in your head, which is unusual for this town. Where the neighborhoods around it were assembled from a dozen or more sections over a decade, this one comes from a single plat recorded on March 8, 1954, covering 97 addresses on five streets in the northwest quadrant. You can name the whole subdivision in a breath: Holmes Drive NW, Tazewell Road NW, John Marshall Drive NW, Blackstone Terrace NW and Upham Place NW.

The single recording date is the useful fact here. In a subdivision platted all at once, the lot layout, the street geometry and the original setback pattern were drawn as one exercise, so the houses tend to sit on the ground consistently from block to block rather than shifting where one section met the next. Several of the street names come from the law — Marshall, Blackstone, Holmes — and when you see that set together you know you are inside the plat rather than in the postwar grid on the other side of it. Ninety-seven addresses is small enough that turnover in any given year is thin; if a particular street matters to you, the search is worth setting up long before you intend to move.

Anything you read about what can be built on these lots should be dated, because the town adopted an entirely new zoning code on October 23, 2023 — the first comprehensive rewrite of its land-use regulations since 1969 — and that rewrite reset dimensional standards along with the limits on how much of a lot may be covered by the house, accessory structures, driveway, parking, patios and terraces. RS-10 is also one of the districts where the town’s December 2024 accessory living unit ordinance applies, and where the 2024 tree conservation ordinance sets a 20 percent twenty-year canopy obligation on projects disturbing 2,500 square feet or more. Louise Archer, Thoreau, Madison

As of August 2026 Vienna Hills is served by Louise Archer Elementary School, Thoreau Middle School and Madison High School, with no split assignment recorded across the plat — which distinguishes it from the Cunningham Park area to the south, where the elementary line runs through the middle of a single subdivision. The Fairfax County School Board’s January 22, 2026 boundary plan kept Town of Vienna students at Madison, and its changes phase in grade by grade from the 2026-27 school year. No association on record

As of August 2026 no homeowners association has been found for Vienna Hills. If that holds for a particular address, there is no assessment to underwrite and no architectural committee standing between an owner and a renovation — the design constraint is the town code, enforced by the town, and the Windover Heights style of design review does not reach here. What it does not mean is that the title is clear of private restrictions: deed covenants can run with a 1954 plat whether or not anyone is left to enforce them.
