Wesley Heights was developed in the 1920s by W.C. & A.N. Miller and was the company's first subdivision, several years before it acquired the Spring Valley land.

Wesley Heights came first. W.C. & A.N. Miller developed it in the 1920s as the company's first subdivision, and much of what the firm later did at Spring Valley — the curving streets, the tree-conscious routing, detached houses on generous ground — was worked out here before it was scaled up next door. The neighborhood is small, bounded on two sides by federal parkland, and it carries one zoning peculiarity that anyone planning construction needs to run down before making an offer rather than after.

The prototype for what came next

Reading Wesley Heights and Spring Valley together tells you more than reading either alone. Miller built here in the 1920s, then acquired more than 300 acres for Spring Valley in 1929. The two are adjacent, share a citizens association — the Spring Valley-Wesley Heights Citizens Association, incorporated in 1952 — and share a middle and high school path, but they are not the same product: Wesley Heights is the earlier, smaller and more topographically constrained of the two. American University adjoins the neighborhood, which shapes both the traffic pattern and what occupies the institutional parcels along its edges.

Special zoning: confirm it before you design

Advisory Neighborhood Commission 3D states that Wesley Heights carries special zoning requirements distinct from the surrounding parts of Ward 3. That is an unusual thing for a neighborhood with neither a historic district nor a homeowners association, and it is the single item most likely to change what you can build. Do not take it from a listing, an agent or this page — pull the zone and any applicable overlay for the specific lot from the DC Office of Zoning and read the actual text. Elsewhere in the District the general accessory-apartment rules of Subtitle U § 253 govern, with their owner-occupancy requirement, house-size minimums by zone and 35 percent cap; whether and how they apply on a given Wesley Heights lot depends on the zone you confirm.

Battery Kemble and Glover-Archbold

Wesley Heights is bordered by Battery Kemble Park and Glover-Archbold Park, both federal parkland. That fixes two edges permanently: no assemblage, no adjacent redevelopment, no change to the density on that side. It also means a meaningful number of lots back to woodland and a stream valley, which is worth checking on the water side. The District's flood rules sit with the Department of Energy and Environment under 20 DCMR Chapter 31, and DOEE's own guidance is that FEMA mapping does not capture rainfall-driven flooding. Run the address through dcfloodrisk.org and ask the seller about the lower level directly.

The Spring Valley defense site question

Portions of Wesley Heights lie near or within the boundary of the Spring Valley Formerly Used Defense Site — the roughly 660-acre area tied to the First World War American University Experiment Station, where ordnance was rediscovered in 1993 and where the U.S. Army Corps of Engineers has led investigation and remediation with EPA and DOEE. Whether a particular Wesley Heights address falls inside that boundary is a parcel-level question, and this page will not assert either answer. Ask USACE about the specific property and review the public repository at the Tenley-Friendship Library before you go under contract.

Schools

Horace Mann Elementary School is located in the neighborhood, and Mann feeds Hardy Middle School and then MacArthur High School. Confirm the in-boundary assignment for a specific address with DCPS. There is no local historic district here and no homeowners association: the constraints are the zoning you confirm and the environmental record you check.
