West End, Washington DC Homes for Sale

The West End is overwhelmingly condominium, apartment and hotel buildings — it is not a platted single-family area and has effectively no detached houses.

The West End is the outlier on this list, and it should be read differently. It is not a platted single-family subdivision and it does not behave like one: the inventory is condominium, apartment and hotel buildings, with effectively no detached houses at all. Nor is it a historic district, which sets it apart from Foggy Bottom and Georgetown on either side. So the questions that organize a purchase here are different. There is no plat year to cite, no builder, no lot size, no covenant. What binds you is a set of documents specific to one building, and reading them is the entire diligence.

The documents that actually govern

In a West End purchase the operative instruments are the individual condominium's bylaws, its annual budget and its reserve study. Those decide what you may alter, what you pay monthly and what the building will assess for over the next decade. D.C. Code § 42-1904.11 gives you the leverage: the seller must furnish the condominium instruments and an association certificate on or prior to the tenth business day after you execute the contract. If they never arrive, you may cancel in writing at any time before you receive them; once they do, you have three business days to cancel and the deposit returns without delay or deduction. The parties may extend that window in a signed writing, but the statute provides no way to shorten it. Read the reserve study first — it is the least marketed and most predictive paper in the file.

No historic designation, unlike the neighbors

Adjoining Foggy Bottom and Georgetown are both designated, and Georgetown carries a federal review layer under the Old Georgetown Act on top of District law. The West End is neither. An exterior alteration here therefore does not run through the Historic Preservation Review Board referral described on our Washington, DC page. In a condominium, though, the practical constraint is rarely preservation law: façade, windows, balconies and roof access are almost always common elements or limited common elements, and the bylaws decide.

Condominium or cooperative — check which

Not every unit in this part of the city is a condominium, and the difference reaches both the loan and the closing statement. A cooperative purchase buys shares in a housing association plus a proprietary lease, so financing is a share loan secured by stock rather than a deed of trust, the lender pool is narrower, and the board approves the purchaser. On tax the answer cuts both ways: there is no transfer tax on a co-op economic interest, but recordation runs at 2.2 percent below $400,000 and 2.9 percent at $400,000 or more, computed on the consideration plus your proportionate share of cooperative indebtedness — so the taxable base can exceed the share price. ANC 2A, and what to watch

The West End is represented, together with Foggy Bottom, by Advisory Neighborhood Commission 2A, which covers eight single-member districts. That matters more here than in a low-rise neighborhood, because development, licensing and street changes come up regularly. ANC recommendations carry great weight in District law: an agency must acknowledge the Commission as the source, address each of its issues and concerns explicitly, and articulate with particularity why the advice is or is not persuasive. If you want to know what is planned near a building you are considering, the ANC 2A agenda is the primary source, not the sales office.

Schools

For school year 2025-26, John Francis Education Campus serves grades PK3 through 8 and feeds Cardozo Education Campus for grades 7 through 12. Assignments are set by address and DCPS revisits them, so verify the current in-boundary school for the specific building and school year. This reflects the record as of August 2026.
