The 101 townhomes EYA is building at Westbard Square — 13 of them moderately priced dwelling units — carry a $240 monthly homeowners association fee, a four-month initial capital contribution at settlement, and, separately from the HOA, a water and sewer assessment of $1,540 per year running for thirty years. That last item is a thirty-year obligation attached to the property and it is not part of the association fee. Everything else about Westbard Square is a story about a shopping center becoming a neighborhood; this is the number that changes an offer.
Westbard Square is Regency Centers' redevelopment of the former Westbard shopping center, roughly 22 acres at Westbard Avenue and Ridgefield Road. Beyond the EYA townhomes the program includes about 200 market-rate apartments, around 115 senior units and roughly 132,000 to 150,000 square feet of retail. The new Giant opened on January 26, 2024. The whole thing proceeds under the Westbard Sector Plan the County Council approved on May 3, 2016, which replaced a 1982 plan that had become the oldest in the county. Note that the Bethesda Overlay Zone and its 15% moderately priced dwelling unit floor do not reach Westbard; the applicable baseline here is the county's Chapter 25A requirement.
Townhome sales opened in Fall 2024 with first deliveries in Spring 2025 and completion anticipated by 2027. As of August 2026 the final phase of the wider project — a 200-unit apartment building including 25 moderately priced units and more than 23,000 square feet of retail — was under construction, with delivery reported for mid-2027. Buying into a partially built site means buying alongside active construction, and it also means the retail mix, the parking arrangement and the pedestrian routes you tour are not yet the finished ones. Ask for the current phasing plan and confirm dates against the developer and the county rather than against a marketing timeline.

Disclosures for a lot in a homeowners association are required under Real Property Sections 11B-105 and 11B-106; Section 11B-108 allows cancellation within five calendar days of receiving late disclosures, and within three calendar days of notice of a mandatory-fee increase exceeding ten percent or another substantial and material adverse amendment, and provides that those rights cannot be waived. EYA lists Wood Acres Elementary School, Thomas W. Pyle Middle School and Walt Whitman High School for the townhomes, and attaches its own caveat that boundary studies are underway. Montgomery County Public Schools assigns by address, and the Board of Education adopted new high school boundaries on March 26, 2026 tied to the reopening of Charles W. Woodward High School, with ninth and tenth graders moving in 2027-28 and full implementation in 2029-30 — a timetable that overlaps the delivery of this community. Confirm the assignment for the specific address with the MCPS tool at the time you buy.
Westbard also holds the River Road Moses Cemetery, the burial ground of White's Tabernacle No. 39, an African-American fraternal society, in use from about 1911 until the late 1950s and connected to the historic River Road community and to Macedonia Baptist Church at 5119 River Road. Montgomery Parks took title on February 28, 2019 to Parcel 177, part of the original cemetery land, and has committed to memorializing the site within the planned Willett Branch Greenway. Anyone buying in this immediate area should know the site is there and that its treatment is an active public matter, not a settled one.
